Why even download an application , check out https://www.photopea.com/ it’s like Photoshop but free and browser based. Also IIRC it’s made by one super nice dude.

You really should be using PicsArt (Premium version) and PixelLab (free), in addition to background remover That’s all you need to make memes on the phone

If l wasn’t on my phone I would make this but with MS Paint
I would use Krita, or in the case of image macros just inkscape :)
