They will take the devices, claim a bunch of damage that has nothing to do with what you sent it in for, claim that it needs a bunch of repairs that it doesn’t, then hold it for ransom until you pay it.

That law doesn’t exist and that’s not how law works. Law does not specify what is allowed, only what isn’t. Breaking encryption isn’t.
